Sidebar is not resolution independent #10

What steps will reproduce the problem?
1. Run program on different resolutions

What is the expected output? What do you see instead?
Sidebar should be the same size

What version of the product are you using? On what operating system?
Windows Vista, Windows XP

There is actually no sidebar. User was seeing the visible background amount 
change
when they changed the resolution and the image size's changed. This is a invalid
issue, and the tiles are rendered using a scale system now so they do not 
change size
