Refactor (non-breaking change which improves the structure or operation of the implementation)

Description

Updates docusaurus to latest beta release
Moves to use mdx-mermaid which uses code blocks to generate mermaid diagrams

Motivation and Context

Make it easier to draw diagrams and get the latest release
