Intent of Change

New feature (non-breaking change which adds functionality)

Description

Add support for configuring additional settings for repositories created to host docker/OCI based image registries

Motivation and Context

Image hosting is performed in standard registries for containers which offer a wide range of security and traceability options
Add lifecycle policy management for images to manage storage capacity
