Network - IP Address Management #667

If we are looking at #666 to make routing between vpcs possible we will need to look at how we can manage VPC level IP Address management to ensure that each VPC has a unique CIDR address range.

This can be achieved at the moment through the Network configuration for the segment but this might need to be enhanced to be more dynamic than statically assigning CIDR ranges to the segment

Transit gateway/peering etc means management because more critical.
