Intent of Change

Bug fix (non-breaking change which fixes an issue)

Description

fixes an issue where replace stacks were being ignored and not processed
fixes some of the return handling to ensure failures stop processing as soon as possible

Motivation and Context

Replace templates were no longer being applied when they were expected to be

How Has This Been Tested?

Tested locally on active deployment
