Documentation (new or update to existing)

Description

Updates the changelog generation process to a github action
Updates the README to include the latest installation approach

Motivation and Context

Automatic change log generation makes it easier to show whats been done README highlights the difference between user install and dev install

How Has This Been Tested?

Tested locally and will be tested on merge
