Intent of Change

Refactor (non-breaking change which improves the structure or operation of the implementation)

Description

Adds support for setting the Reference property of build refs which allows for custom build units to be defined
Removes the settings reassembly from the update build reference function. This allows it to be used in other contexts

Motivation and Context

This update allows for the update_build_reference function to be used in other contexts like adaptors that pull images for other components
