Intent of Change

Refactor (non-breaking change which improves the structure or operation of the implementation)

Description

Updates the pipelines to align with testing and operational usage

Make the changelog PR a draft and mark the unreleased changes as latest. This allows us to tag the release with a change log and not have to move it
Add support for writing build details into the source

Motivation and Context

Make CI process consistent and easier

How Has This Been Tested?

Tested on aws repo
