Intent of Change

New feature (non-breaking change which adds functionality)

Description

Adds an archive s3 store based on the build reference for OTAs. This allows us to build a library of builds that can be accessed to recreate source maps or troubleshoot issues
Adds context saving for passing details between jobs

Motivation and Context

This makes it easier to troubleshoot builds and to rerun source map uploads if they fail

Will be tested in branch
