Intent of Change

Refactor (non-breaking change which improves the structure or operation of the implementation)

Description

Updates deployment directory checking to only run when a deployment group is provided
fixes an issue where locations for layers not in the solution weren't being discovered
sets the account based on current location if variable isn't set

Motivation and Context

Allows for using some of the broader entrances available within the engine against account level deployments or other layers

Tested locally

@ml019 Changed to checking which dir we were in after the cmdbv2 support is handled. That allows for handling the difference between the product CMDB layout and the account CMDB layout
