Intent of Change

Refactor (non-breaking change which improves the structure or operation of the implementation)

Description

adds explicit control over using a jar file or bundled wrapper
Adds checks and error to make sure file is available

Motivation and Context

Makes it more obvious and controllable over the wrapper that is being used
