Description
Rename the DISTRICT env var/wrapper parameter to DISTRICT_TYPE
Make all layer properties optional from the command line as they can be determined within the engine in some cases
Move as many parameters as possible to optional to highlight usage and allow the engine to handle missing values effectively
When using a CMDB context always set the DISTRICT_TYPE based on the LOCATION if its possible
Motivation and Context
This aligns with changes in the engine to separate the type of district from the future use of a district ID which would logically fit into the the DISTRICT environment variable.
