Intent of Change

Refactor (non-breaking change which improves the structure or operation of the implementation)

Description

Removes the code that interacts with aws datapipelines
Removes the pipeline registry type as this should really be a script generic registry item

Motivation and Context

Aligns with https://github.com/hamlet-io/engine/pull/1984
