feat(expo): update cli usage for SDK 46+ #346

Intent of Change

New feature (non-breaking change which adds functionality)

Description

Expo SDK 46 moved from a global cli to an embedded cli that is part of the standard expo packages. This removes the need to install it
Removes the use of the public/asset url options that are no longer required

Motivation and Context

Align with the latest options available from expo

How Has This Been Tested?

Will be tested in pipeline
