Intent of Change

New feature (non-breaking change which adds functionality)

Description

Aligns changes to the aws image management with the scripts
Removes build reference updates for pulling images from external locations
Add support docker pulls for providing digest refs instead of tag refs

Motivation and Context

Aligns the bash executor with the changes in https://github.com/hamlet-io/engine-plugin-aws/pull/658
