Intent of Change

Bug fix (non-breaking change which fixes an issue)
Refactor (non-breaking change which improves the structure or operation of the implementation)

Description

This PR:

adds a missing -d option to the list of options to be parsed
attempts to read the distribution value from config variable SENTRY_DIST
updates the sentry cli to the latest version
