Create saved filters that correspond to filters used in common somatic variant callers #331

Most variant callers work by promiscuously outputting potential variants using a statistical model and then aggressively filtering down those variants with a series of filters. It would be useful to experiment with filter parameters in CycleDash to see which variants are being filtered out by which filters, and to help tune the parameters of the filters.
