Move project notes above the Add buttons on Runs page. #677

This commit moves the project notes between the project title and the Add buttons. This will close #670.

Super :) Mind adding a visual test for the "Add Run" button being clicked? (And maybe one for the "Add BAM" button while you're at it?)
