Varcode annotator should show alternate effect for "Exonic Splice Site" changes #751

If varcode finds the top priority effect for a variant to be of type Exonic Splice Site, it makes sense to show also the alternate effect.

We currently do not show this alternate effect: screen shot 2015-06-17 at 6 58 06 pm

But it is pretty straight-forward to extract this information from varcode: screen shot 2015-06-17 at 6 59 22 pm

This is suggested by @iskandr and is relevant to PR #750.
