Vaxrank 4.0.0 runs fail when there is no vaccine available #157

This has recently started to happen for a bunch of samples that I have been trying to analyze. Probably an issue on the vaxrank side (see https://github.com/hammerlab/vaxrank/issues/114) but this issue is here just as a reminder, since this is manifesting itself as part of the epidisco pipeline.
