Automatic/configurable re-submissions of “root” nodes. #540

i'd love a way to e.g. retry any failed root node 3 or 4 times, how hard would that be? so much manual effort now to resubmit 3 or 4 times before my jobs complete, whether for downloading GDC BAMs or aligning things etc.
