add a new seco command (`deploy-debug-pod`) for better debugging #74

It's task is to sleep for a given amount of time (1 hour by default) so that we can kubectl exec into in and poke around without messing up with the actual secobox.

Funny that I really needed it the other day and had a toy example before coming across Isaac's issue just by chance. I guess our needs align as we use the infra more and more every day :)

Resolves #54.

OK, I merged into master, and merged master back into https://github.com/hammerlab/secotrec/tree/aws-deployment to fix the conflicts.

i also updated the documentation to reflect that this for the 3 kinds of backends: https://github.com/hammerlab/secotrec/commit/260414e
