simpleperms is not changed if no change is made to the text during Editing #277

The permissions are not saved unless there's a change to the actual page. Ie a user cannot simpy go to edit -> Change Permission -> Save.

I believe this has something to do with the way Dokuwiki processes the page if nothing is changed. We need to examine what action happens if nothing is changed instead of something, and add permissions in both circumstances.

At the moment I can't find why the SAVE action is not being called if the main text isn't changed. It seems even if the Summary or anything else is changed it doesn't call the SAVE action. It could be a bug with Dokuwiki.
