Start page is blocked to every user but anon #293

Even admin cannot view or edit it.

I assume this is because there is no permissions metadata existing for the page, and every page is considered private if it has no permissions set. There is probably also no metadata to show who the owner is which will be why the admin is being blocked.

Release version is SHA: 6840d33d

The simpleperms plugin should be editing to make any file that has no owner to default to admin as the owner.

We will probably need to then edit the start page as admin and set the permissions to public. Then we can pull the start.meta file out of /var/lib/dokuwiki/data/meta and include it in the package so the page is view-able after a fresh install.
