A moderator is an authenticated user that has more access to the system. A moderators job is to keep the system tidy and friendly to visitors.

You could also allow a moderator to be assigned to a particular bill, or even particularly active sections of a bill. As the site grows, this could be important so the moderators don't get overwhelmed by trying to monitor every bill.

There should also be a way for users to appeal moderator decisions if a comment gets flagged by a moderator.
