Should users be able to reference sources and other discussions? #40

Should there be a way to attach a list of (links?) sources to a bill, like a bibliography? This could include existing legislation and articles and books that inspire the bill.

Potentially discussions of a bill on other sites could also be useful, for analysis of how people outside the Legislat0r community view a bill.

I think this is a good idea. We could even go a step further and have the system track down links. Another project I'm working on (feedmonster - keyword based rss aggregator) could provide the links if I build an API into it. Might need to have sponsors able to see the links before they are added though.
