Import all existing legislation

I think it has been said before, but you would definitely need to include all legislation in this, so when somebody says "x would conflict with y legislation" they can link to that legislation, and people can educate themselves, as to how to write it in such a way that it doesn't conflict. - totalradass . This would let individuals comment on and critique pending legislation, as well as crowd-sourced proposed legislation. It could become a great resource for individuals, organizations, businesses and even legislators comment on and review bills through a centralized resource. - fierce-bad-squirrel #30

We need to import all legislation into the system. We can use an API to get this from existing sources or if we have to, scrape a government run legislation site.
