Bill sponsorship for legislators #56

There should be a way for legislators to sign on as a bill's sponsor as bill get finalized on the site. This would ease the transition from the site to the path to a legislative vote.

This is near the end game of our process but what I also thought would be cool is if we could somehow suggest sponsors based on content and what we know about their voting record in the past. That's an excellent idea. We should provide an easy interface to forward legislation to legislators through email, as well. I'll think on that and put together a feature suggestion.
