Set up I18n #57

There's been talk of internationalization in Issue #50. There's a lot of ideas going around about how to deal with different languages/regions for a particular bill, but I think the thing we all agree with, is that the interface needs to have multiple languages, so I'm going to set up the functionality to do this.

Eventually we'll need people to help us translate our language files.

There was a pull request in which I set up the files and gems as they needed to be. It's been merged to master.
