I think there's a few more we could add to that list not just based on what steps they are necessarily but the amount of attention/support/editing that's occuring. Is that what you meant by Impact Research?
hamstar has suggested some ways to show activity and support in #34 and #35.
By impact research, I mean the hard legwork of researching which parts of existing legislation impact or are impacted by a crowd-sourced bill.
Ah, I see. Well then I agree and I still think there's some more sortable options we can have or have suggested to the user. Something like "users who also looked at this bill also looked at..." and that type based on the actual activity of the user or the content of the bills they view.

That's a good idea, too.
I like the idea of showing the process because it also give a sense of progress and success to users. We can definitely add other sortable options and other process stages. This post was more to get thoughts about the general concept of process-tracking.
