HTML5 Valid so HTML Police stays away #153

Since HTML Police is not capable of arresting us, we would like to focus on prefectural police. This PR makes index.html HTML5 valid so HTML Police stays away.

HTML警察には逮捕権が無いので、県警のみを引き寄せたい。 index.htmlをHTML5 validにすることにより、HTML警察は本プロジェクトをスルーするようになる。

Thanks for your contribution, but closed because doesn't fit the policy..

The code index.html should never be changed. This is intended to show how stupid the police is. We should keep this code as simple as possible. https://github.com/hamukazu/lets-get-arrested/wiki/Policy-of-this-project#code
