Fix Ctrl/Cmd + Enter keyboard shortcut for comments

Context

The PR fixes a bug where the Ctrl/Cmd + Enter keyboard shortcut does not work for comments.

How has this been tested?

I tested the changes locally, and I covered the fix with a new test.
