unable to hangup unconnected call by the peer side #229

What steps will reproduce the problem?
1. call other side, other side could hear the ring.
2. other side refuse to answer.
3. my side didnt got the refused message.

What is the expected output? What do you see instead?
I am not sure whether other side refuse to answer the call, it should be 
SIP call or feedback 403 to my side. in Sipdroid, it's 403.

What version of the product are you using? On what operating system?
1.2.1 apk

Which SIP server are you using? What happens with PBXes?

Which type of network are you using?
wifi
