增加 從網路獲取現在版本號，詢問是否刷新版本號 #9

版本號現在儲存於config中 保持一致性，將"chapter/get_cpt_ifm"與"chapter/get_chapter_command" 加入 UrlConstants.py 並替換 HbookerAPI class Chapter get_chapter_command與get_cpt_ifm 的調用 加入對應訊息
