I recieve this message from evtsys during restart system. LogLevel was set to 
2. Version of evtsys is 4.4.0.0 from April 08, 2011.

EXAMPLE:
###evtsys
Application returned error: : Access is denied.#015 
###Windows log

There is no such event in Windows log.

Could you, please, explain such behavior of evtsys.

Hmm, is the evtsys service running under the Local System account? If not, does 
the account it is running under have access to the system logs?

Yes, evtsys runnibg under the Local System account.
