is it possible to apply this to other games that have stutter? or is it just a point hack for wow? is it possible to create something universal?

VanillaFixes only applies to WoW. Maybe this function would help other (old) games: https://github.com/hannesmann/vanillafixes/blob/main/src/dll/dll.c#L12
