Merge of development PRs from v3.1.0 to 5698 #396

Merge of development PRs from v3.1.0 to 5698 which includes client authentication, HRR support and version negotiation.

As before all "test_tls13*" all.sh components are running successfully. Additionally:

the test_full_cmake_gcc_asan all.sh component (build with both TLS 1.2 and TLS 1.3) is running successfully.
in default configuration (TLS 1.2 only build) the library builds successfully and the unit and compat.sh tests run successfully (not the ssl-opt.sh though yet).
