Improvement + Fix: Hoppity Live Display Logic + CF Reminders

What

Various changes requested by hannibal from dms;

• More options of when to show the GUI (and when not to)
• Currently displayed year no longer persists through restart

Also fixed an issue where the /cf reminders weren't working due to a missing same-server check.
