Add copyright notice #30

Please decide should I add copyright in this repo. Thx.

package.xml is from Ean Schussler, a sometime-participant in HR. Given that the README says "obsolete as of 2014", the copyright dates should reflect that. The copyright should probably not be any newer than the latest changes in a given repo (visible by looking at the very last entry shown by git log)
