Implement Cluster functionality #4

The following needs to be implemented:

A distance function between two tracks, ´float distance(track1, track2)´
A function that specifies how the graph should be built, i.e. where edges should be placed. build_graph(track_list)

A basic Cluster implementation has been created. This basic logic will be changed in the upcoming days however, so to adhere to a more theorethical model.
