Tom is right:

layer1-types YANG and I-D reference G.709 (06/2020)
otn-topology YANG references G.709 (06/2016)
otn-topology I-D references G.709 (03/2020)

The layer1-types depends on definitions and tables introduced in G.709 (06/2020) while otn-topology YANG and I-D can reference older versions of G.709
