Preparing update for client signal draft #74

To be uploaded aligned with draft-ietf-ccamp-client-signal-04.

Noted that the old ietf-trans-client-service.yang was in windows EoL, so the changes look big.

The changes are adding the 'created-by', 'last-updated-by' and 'owned-by' as state.
