First, you need to install Magento 2 Auto Related Products module from Mageplaza https://www.mageplaza.com/magento-2-automatic-related-products/ :

Step 2: go to Admin Panel > Marketing > Automatic Related Products > Manage Rules > create your own up-sell/cross-sell rules.

You choose the places, products, sort order to display.
