Various code fixes

• Added .gitignore and remove IDE specific file from repository
• Added absolute imports from chiron import <something> . During development the project root folder should be in python path export PYTHONPATH=$PYTHONPATH:$(pwd). further info
• Fixed outdated requirements in the setup.py (Tensorflow 1.0.1 is definitely a lie, since it doesn't work with this version)
• Added requirements.txt file as it's the standard setup for fixing specific requirements. Develop with virtualenv and use pip freeze > requirements.txt To se outdated packages in the virtual environement use: pip list --outdated --format=columns
• Added dockerfiles for replicable building and running (with packing all dependecies)
• Added makefile to build and push docker containers to the dockerhub with optional username

Code changes are minimal, most are around fixing import path, and setting up useful environment for easier deployment

Also is this python3 or python2 code base? Because I see print(<something>) which is python3 syntax and the README.md says otherwise
