better system for identifying operational HAPI servers globally #157

We need to create a community process that people can go through to register their HAPI Server and make it known to other servers.

We have the list of known production servers right now (see all.txt at https://github.com/hapi-server/servers) and we have a way for servers to get listed there, but it is largely undocumented, and it requires mostly our initiative to notice the server and get people to go through the verification.

The IHDEA community has a working group on federated systems, and we should follow that and see what ideas they come up with. The EPN-TAP protocol in Europe is implemented by many servers, so we should also look at how they link together as a federated system.
