Temporary home for ESAC server #12

Until the ESAC team can get a place at their site for the Docker container, we'll set up a temporary location for the server. Originally we thought the Amazon node hapi-server.org could host this, but Bob suggested its performance is too limited. So we will set it up under https://cottagesystems.com/server/esac/hapi/. This is still a quite limited server an relatively slow connection, but it should be sufficient for testing.
