Add ESAC Cluster Operational Server to dev.txt #14

Hi @jbfaden @jvandegriff - I've added the Cluster operational HAPI server to the dev.txt file as per the README.md instructions.

I also see there is some kind of reference to a test cluster server at cottagesystems?

Yes, the code is also running at https://cottagesystems.com/server/esac/hapi. This was just for testing and let me know if it ever causes problems for you.
