Set rumble when joystick is controlling, and torque is high #55

How do I know joystick is controlling? First of all only when holding a bumper?

Fix rumble on the joystick esp. Then send rumble command whenever over 3 amps?

Only when torque is high for at least 0.5 seconds?

turns out to be not very useful. Confusing whether 'neutral' is updated (which is also signalled with rumble) or torque is on.
