Add changelog.md #120

Hi @Nargonath, can you point me at the hapijs/contrib discussion that concluded adding a CHANGELOG.md to every repo was agreed on? Usually we link to such discussions in PRs like this.

I don't see that https://github.com/hapijs/contrib/blob/master/Guidelines.md was updated to call out a CHANGELOG.md document requirement either.

@csrl Hi! It was based on a discussion on Slack. @hueniverse asked that we add a changelog to all repos similar to the format @Marsup did on joi. image
