Make hapi a peer dependency #58

Moving hapi to peer dependencies and supporting versions 11 and 12. Using v12 for development.

Making Hapi a peer dependency would be a breaking change. So, it isn't something I'd do at this point. Also, a commit for supporting v12 already exists.
